It is not a phase, rather it is called category system.
Actually, vit has 4 campuses, @Vellore, Chennai, Amravati, and Bhopal.
The thing goes like this:
1. you appear for VITEEE exam.
2. After the exam, for about 5 weeks, at least 2 times a week, you'll receive fake calls, for admission into college at extremely high fees. They'll ask your rank, and charge almost 40% higher fees. Just ignore those calls, and wait for final/official results.
3. After results arrive, in case you rank is below 4500, chill you can get any branch in any campus of vit.
4. But if you want a branch that is high demand
(order is: CSE>IT>ECE>ME>CE>Biotechnology=Chemical Eng)
at a preferred campus
(order is: Vellore>chennai>Bhopal=Amravati)
then, your fees go up and enter into a higher category i.e. Category number is directly proportional to fees. Actually, there are around 2000 seats in Vellore for cse, out of which around 1000 are reserved under category 1(tuition fees around 2.1 lpa) for category 2 fees is around 2.7lpa, and this increases up to category 5 or maybe 6.
So the tink is if you manage to be in seats limited under category 1, your fee structure is lowest(around 2.15lpa, for year 2018-19 it was ₹1,98000), while this goes up as your rank increases and you want CSE in a comparatively better campus.

I would say if you manage to get cse seat under nominal category 1 fees, vit can be an option for you.

Group A : Civil, Electrical and Electronics Engineering
Group B : Mechanical Engineering, and Computer Science and Engineering, Electronics and Communication Engineering
Group A Tution Fees : INR 173000(per annum), Caution fee (refundable) : INR 3000
Group B Tution Fees : INR 195000(per annum), Caution fee (refundable) : INR 3000
