You can prepare for upsc ese even though you are from cse. For ese can choose from any of the four branches ece, electrical, civil and mechanical engineering. And preparing for ece depends totally on you what you choose out of them. Although civil has most vacancies and electrical is assumed to be toughest.

Dear Raza, for you to be eligible for UPSC exam, you should have completed your Graduation in any discipline. As you are still in your first year, your focus should be on preparing for both Prelims and Mains simultaneously. So focus on General Studies and Aptitude to get you through Prelims. Now for Mains you need to select subjects that allow you to also study for your Engineering. There is no subject as Computer Science but you can try Mathematics and Statistics as your Optional subjects. They will be closer to what you will be taught in your B.Tech.

see I would suggest you not to prepare upsc in first year of b.tech. it takes some time to get familiar with the b.tech course structure after you have joined it 10+2 course. best of the preparing time is from last semester of second year or first semester of 3rd year. many students get poor number in first year due to not getting focus on study. so please right now concentrate in your study of semester exam. you will get enough time to prepare for upsc. just every day read the newspaper of current affairs to make your gk strong.
