So, as you are from Ur category , you cannot get any government medical college at these marks even from your state and from all india quota too.

Because according to last year's cutoff --- 16k was the last rank to get a government medical college in All india quota.

But you can still try and also you are qualified for Neet all india ug counseling as you have get more marks then the qualifying percentage.

Here's the neet ug qualifying cutoff percentile:-

General                       50th percentile      720-138
SC/ST/OBC                  40th percentile      137-108
General-PwD              45th percentile     137-122
SC/ST/OBC-PwD         40th percentile    121-108


So you should fill all the government colleges according to your preference like location, Ranking etc.
Then after that if you want to take admission in Private Or deemed colleges then you can get a get a good deemed to be university at this rank.

You can get the following deemed to be university at this rank:-

• Hamdard Institute of Medical Science
  
• Symbiosis Institute of medical science, Pune
  
• Dr. Dy patil medical college
  

And if you want to pursue Bds you can fill the colleges of Bds after that too.
