How should non domicile students apply for private colleges in Gujarat?

Thanks for asking this question.
Yes, you can apply to other states even though you dont have domicile under all india quota, all the colleges under NEET ( except AIIMS and JIPMER) have 15 percent of their seats filled on the basis of all india quota via NEET UG.
