yes,other state students can apply anna university drive 2019 through the other state quota/reservation.you should apply online,i think commencement of online registration for other state students will be aroun june 2019.you should check the official website regularly,to get updates.i suggest you to refer this link to get more information on other state quota admission:

At present,Anna University offers various courses at UG, PG and Doctorate level. Application form can be filled online except for MBA, MCA, MS by Research and Ph.D. courses for which the application forms are required to be submitted to the university. All decisions regarding seat allotment, counselling, and fee payment are the sole responsibility of Controller of Examination (COE). This university also imparts education through distance learning.

• BE/ B.Tech and B.Arch admission are subject to candidatesmerit inTamil Nadu Engineering Admission (TNEA)process which includes choice locking and final seal allotment.

• NATA qualified candidates / Aspirants are also eligible to apply for B.Arch program.

• Candidates have to qualify inTamil Nadu Common Entrance Test (TANCET)to secure admission to ME/ M.Tech/ M.Arch/ M.Plan/ MBA and MCA courses. Final admission is subject toTamil Nadu Common Admission (TANCA)counselling process.

• Students seeking admission to ME/ M.Tech courses on the basis ofGATEscore are also eligible. Such candidates need not appear in TANCET.

• Anna University conducts separate Entrance Test to offer admission in M.Sc and M.Phil courses.

• Ph.D. admission is based on the university-based written Test followed by an interview althoughUGC NET/ CSIR NET/ SLET/ JRF Teaching Fellowshipholders are also eligible for admission.
