Hello , well it's a question with long answer.
And first of all.. central pool quota does exist.
It does have a lots of categories under it and quite complicated but I'll try my best to explain.
According to my information ,The Ministry of Health & Family Welfare is receiving a large number of requests from various sources either for allotment of MBBS/BDS seats from the Central Pool or recommending their names under the scheme of All India Entrance Examinations for MBBS/BDS and MD/MS/MDS seats conducted by CBSE and AIIMS respectively.
The selection of candidates in All India Entrance Examinations conducted by CBSE and AIIMS on the basis of scheme devised and approved by the Hon’ble Supreme Court is made purely on merit basis and as such, no nomination under the scheme is feasible.
So what the government did is,The seats from Central Pool of MBBS/BDS seats, maintained by seeking voluntary contribution from State Govts/Medical institutions are allocated to States/UTs which do not have any Medical/Dental colleges of their own and other categories mentioned below. The actual nomination of the candidates is made by the respective State Govts. or the concerned Departments as mentioned against each. The Ministry of Health & Family Welfare has no discretionary quota against which any candidate could be nominated. As such, the candidates are advised to approach the following concerned authorities for nomination against MBBS/BDS seats under the Central Pool.
