You have to apply for the application fom first. Tentatively it will be available in the first week of December 2017.

There will be option  to choose mode of examination in JEE application form where you can opt for online exam.

Can I give both online as well as offline exam at the same time with two different application??

No, you can't do that.
If you do that both the applications form will be rejected.
