how to apply for pharm D in PSG college
Looks like PSG doesn't have govt quota. All are management seats

PSG College of Pharmacy accepts applications for its government quota seats against B. Pharm, Pharm. D. and M. Pharm. admissions through DME, Tamil Nadu. Candidates are required to appear for counselling conducted by the board for allotment of seats as per merit. The application process in details for government quota seats is as follows:
Candidates for M. Pharm course may download the application form from the DME website www.tnhealth.org or www.tn.gov.in and take a printout of the soft copy.
The application form and prospectus for B. Pharm and Pharm. D. can be collected from any government medical college within the state.
The prescribed application fee should be paid at the time of collecting the application kit. DME accepts payments made only through demand draft for the purpose.
DD should be drawn in favor of ‘Secretary, Selection Committee, Chennai – 10’ payable at Chennai from nationalized banks only.
The applicant is required to enclose self-attested photocopies of all relevant documents along with the complete application form and send the same through post to the following address:

Note: Shortlisted candidates will be sent a counselling call letter. Recipients of call letters should report at the counselling venue on the assigned date for the purpose of seat allocation.

Entrance Test Hall Ticket & Score Card, for M. Pharm
Class X, Class XII & Graduation (only for PG) Marks sheets & certificates
Master Degree mark sheets & certificates, for Ph.D.
UGC-NET/ JRF score card, if applicable
Category Certificate
Migration Certificate, for outside state candidates
Character/ Conduct Certificate from the Head of institution last attended
Photo ID and passport-size photographs
