CSAB NEUT-2019 will make allotment of seats to candidates on the basis of their All India Rank (AIR) in JEE (Main)-2019 to the first year of Engineering/Technology, Architecture courses. Allotment for pharmacy will be on the basis of percentage of marks obtained in class twelfth. It is important to note that these seats are other than those offered through CSAB-2019, which is for NITs, IIITs & GFTIs.
Certain Seats in IITs/ISM/NITs/IIITs/GFTIs are reserved in the participating colleges of JEE Mains 2019 and JEE Advanced 2019 for the candidates belonging to North East Region and Union Territories. A separate counselling wing namely, CSAB NEUT Counselling is responsible for counselling of such candidates.
PEC comes under JOSAA and it's spot round(if it takes place) will be organised under CSAB 2019 not under CSAB NEUT or SFTI. SFTIs are completely different chapter, they are private institutes that take admission through JEE Mains Rank and PEC is somewhat funded by govt.

In CSAB counciling, there are conducting special rounds for jee mains aspirants after completion of josaa counseling. PEC is comes under NIT+ SYSTEM institutes. So you need to apply in CSAB official website. Special round details will be released soon may be after josaa 6th round. Please check this website for further information about special rounds.

If you’ve already got admission in some branch and still wish to upgrade, then wait for the spot round. That works as a miracle for many a student in case of PEC. Else, if satisfied, leave.
2. If you have still not got admission but desire to get one, then spot can be a ray of hope.. for e.g. last year, a tuition mate of mine got admitted to Mech @CCET Chandigarh in the spot round under defence quota. Though this is not related to PEC but still gives us a idea that miracles do happen at the last moment.
However I must warn you that you must have a look at the previous years’ cutoffs of various branches and of various Universities for different quotas( have a look at JAC Chandigarh’s site at http://chdenggadmissions.nic.in ).
Now whether you want to venture into option 2 depends upon your choice and priortizations. As in if you are earnestly desiring for admission in PEC,or in any of the govt. college then you can wait, but if you have some other constraints or you are already getting admission into some other and better branch of another good college, then in that case I would suggest that you definitely back out and save up your money [that is the most important factor indeed](because once you get into spot round, then there is no taking back. You’ll lose all money if you don’t get admission).
And that choice has to be made after looking at previous year’s cutoffs. So don’t forget to see whether there are prospects of you getting admission into some branch of PEC University and then take a step further.
