If you want to change your college in second year ,then you should look for Colleges offering the same course and have some vacant seats in their second year.

First thing is you have to clear all the semesters ie. First and second semester or full first year. Next thing is you need to get migration from the current college where you are studying and  give it to following college where you want to get admission in only after confirming the seats there.
