Yes you can change your stream from Science to Arts if your classes has not started yet. You can ask your incharge of examination department of your school to do the same.
You may also write an application to your school principal discussing your problem and asking him/ her to change your stream.

For changing streams in 12th you have to submit an application to the office in your school with the signature of principal.
However you should consult to any teacher in your school for the process.
