yes, you can claim counselling fees from jossa through their official website.

you can do it before the declaration of results of the seventh round, so..if you withdraw from jossa counselling and also don't participate in the spot round then you can claim your money back from the counselling.

You can claim refund online. Login to JoSAA portal and file your request online. Request will be processed in due course of time.Just go for it and if by chance it causes any issue then go for the mailing and calling options available for you.

I assume that you are talking about your Josaa counselling fee refund. Then , i would likr to tell you that JOSAA counselling fee will be refunded after a deduction fee of Rs.1500 and you will get your fee refund only till 6th round. You have to withdraw your seat before 7th round. And to withdraw your seat , you have to download the withdrawal request letter , fill it , get it signed by your parents also . And  then report at the reporting centre to withdraw your seat . Your fee will be refunded in the same bank account frkm which it was paid.
