Dear aspirant,

According to your question and taking into consideration that you want to know about how to get the character from the concerned gazetted officer.

I would like to say you that Google for your district to get the contact details for the gazetted officer or if you have contacts of a government official you can ask him also ,he will tell you about the contact details. You just have to go the officer and ask him to make a character CFT of yours.
