In Germany, the only real restriction you have for getting access to university are your grades. But since you haven't mentioned the stream you wish to pursue, this question becomes somewhat difficult. In Germany, enrolling in a Masters or PhD level is easier than the undergraduate. Actually speaking, admissions in the technical fields are a bit more difficult than non technical ones.
The most important factor is your level of proficiency in German language of course. But studying for UG in Germany is actually a good idea.
Even if there is no Common standardized aptitude test like SAT for admissions, most German Universities accept JEE (Advanced) Score and consider it for the admission purpose. Other than JEE score you should clear the first year of the UG Course here in India for which you are about to go in Germany to pursue the Education.
