In order to change your branch in the same university, you will have to be amongst the top 15–20 students in your university.
To change your university same rules applies, but the availability of seats varies every year.
Note: these were the conditions for my particular university. Thus they might be different for your college/ university.
So my advice would be to get in touch with your head of department.
