Hello,

The first and foremost thing that you need to do is that you will have to download the UPSC syllabus and just memorize it whole heartedly.Trust me learning syllabus sounds weird but its very important. You have 4 years in your hand so start with building base.Just get all the NCERTs of class 6-12 and start studying it like a story.Watch topper talks from Delhi knowledge Track YouTube channel.
After few months you have to decide your optional subject but keep in mind that you have 4 years and its highly possible that optional might get removed in future so investment of time in that would be risky.
First complete your NCERTs reading twice.Make  a proper time table and make sure you manage your college studies well too. Once  you get over NCERTs  then back to us for further guidance.

Good Luck

If you have decided that upsc is your target start from today itself even if you are pursuing engineering. If you want to study civil service then buy the study materials and start preparing from tomorrow, as the exam is quite competitive. Make a schedule, so the you can study for your semester also and also for upsc. You need to prepare history, geography, polity, current affairs, social science, economics, environmental science.

Some of the habit will help to score more,

1. Read newspaper everyday and keep yourself updated with all current affairs.

2. Revise once a week

3.  Take mock tests.

Few books which are important

1. NCERT fundamentals of human geography.

2. Indian people and economy.

3. Certificate human and physical geography

4. Indian polity by Laxmikanth

For economics refer to class 9-12 NCERT books

For current affairs

Read The Hindu, Indian express, Jagran josh.

But according to me if you are already pursuing engineering then it would be a good idea to take up engineering itself as you are pursuing it for graduation, it will be very tough to balance both the subjects together, asfor UPSC you need to devote much time, as the syllabus is vast, so you cannot neglect any one subject. On the other side, you will be having semester exams also for engineering, so if you are confident enough you can handle both of these together then only go for it.

Good luck
