If you are asking whether you can take admission in IITs in 2nd year through lateral entry then you cannot join in 2nd year in NITs/IITs.If you want to get admission in IITs in engineering then you need to appear in JEE main and qualify in it and appear in JEE advanced and get good rank.You will get admission in engineering 1st year.IITs doesn't take candidates through lateral entry.However, you can get admission in 2nd in state government/private colleges through lateral entry.You may need to appear in respective entrance exam or in some colleges the admission is based on merit in diploma.

yes, diploma holders are also eligible to appear in JEE main.Candidates appearing in qualifying exam in 2020 are eligible.You must have passed 3 year diploma from a AICTE or SBTE recognised board or university.To get admission in NITs/IITs/GFTIs you must have pass diploma with Mathematics, Physics and Chemistry atleast 75% (General category) for SC/ST it is 65%. You can apply for JEE main now, the registration process started from February 7,2020 and the last date to register is March 6, 2020 and last date to make payment of application fee is March 7,2020.
