Hello Shubh ,Yes you can surely take admission in 2nd year of B.Tech in another college if you satify these conditions 

1. You must be studying in any engineering college which is approved by UGC or AICTE.

2. Your previous college have given you a NOC( No objection certificate )

3. You dont have any backlog in 1st year.

there are many private colleges that you can go for admission in 2nd year  such as Sharda University, Galgotias University , ITM University , Amity University , NIU etc . these are few college around Delhi
