The Home State (HS) and Other State (OS) quotas are available in NITs and IIITs. As there is NITs in every state and IIITs in many states, Home State quota is applicable to the candidate who belong to the state as the state to which NITs belong to. The Home State or Other State quota is not applicable to institutes except NITs. Every other institutes have only All India quotas. If the call for HS quota came for NIT Trichy and you belong to Tamil Nadu as well as you are in the opening and closing rank specified by the JoSAA, you have chances to get into. If you belong to Tamil Nadu, with Other State quota you can get into institute in any state other than Tamil Nadu.

Also there are some institutes other than NITs and IIITs which admit students based on JoSAA counselling, they also admit based on HS and OS quota. Please not that you have to register for JoSAA which starts by second week of June for considering you in the counselling.
