For applying for MBA colleges you need to have a graduate degree from any stream and for applying for CAT exam you don't need to have a graduate certificate you can give it any time.
All you need to have is a good preparation . You can give exam any time but the exam marks would be valuable only for that year.
Suppose you have completed your graduation in 2019 , and you have given your CAT exam in 2017 it would not be valuable as the only marks which would be valuable is the marks of CAT 2018 .
But you can give exam any time for your experience and to increase your morale.

For applying for CAT exam , you need to have a minimum of a
graduate degree in any stream .
You can apply for CAT either after graduating or during your final
year of graduation course also.
So my suggestion is , start preparing towards it as there is no
such thing as too much preparation .
