Harsh you are one of those people who want to do what they dream of.That's good thing. Firstly, Never ever give up on your dreams my friend. Secondly, I would recommend you to either take admission in a regular college or complete you graduation through open university because to become IAS Officer, you need to Clear UPSC Civil Services & for that you must be graduated in any discipline from a recognised university.
So, Firstly take admission & after that start preparing for your dream.
