According to MCI guidelines available in the official article, https://ijme.in/articles/medical-council-of-indias-new-guidelines, for hard of hearing or audio disability, equal to or 40% disability only qualifies for PWD. Beyond that it doesn't qualify under PWD reservation. Now PWD has never been a vertical reservation and it is a horizontal reservation within your Category. For example, if you belong to OBC and you have PWD reservation, then you qualify for OBC-PWD reservation. In your case with 65% hearing disability, you do not qualify for PWD reservation. But yes, you can appear for NEET and secure a seat if you qualify under your Category.

If you are 65% hearing handicapped then you will can incnot be included under PHD , physically handicapped category .as less than 40% hearing disability is considered as handicapped
So there will not be any relaxation in neet or xii STD board marks . You must score minimum 50% in PCB in STD xii.
You must qualify the cut off score 2020 for neet.
