I am a 21 year old student of PCB(2018). I gave NEET 2020 and scored 453 marks. I am confused what to do next ? Whether I take admission or go for NEET 2021. Is it too late for another attempt as it would be my fourth seccessive attempt.? Please, any expert advice ?

And taking drop is completely your decision, if you feel like you can score better than this, you can go for drop, there is nothing wrong in that as this is about your future.
Being one of the toughest exams, one needs a lot of hard work and determination to get good score in Neet.
First you should go through the entire syllabus. Then make a proper a programmatic study schedule.
Instead of choosing a random topic from the syllabus, you must break your preparation into sections. Sub-topics from each section should be selected and then strategy on clearing concepts must be made.
Whenever any doubt pops up in your mind, try to solve it by then.
Don't think NCERT books are less. According to toppers and experts, NCERTs are the best book to start your preparation with.
Don't forget about negative marking. Answer if and only if you are sure about that.
Revision is a must thing. At least 10 days before the examination you must start your revision along with short notes.
Give mock tests once you are done with your syllabus. Solve previous years' exam papers available on Internet. Then analyse it. Find out your weak areas and work on them.
Read all the chapters, ignoring low weightage chapters and studying only most important chapters can cost a lot. So study from first to last. During last few days of examination, you can focus more on the chapters with high weightage.

Since you have not mentioned your home state so considering it as Uttar Pradesh according to your profile and category as general.
So on such marks and category you have good chances of getting some Private medical colleges in UP under state quota but not any of the GMCs according to previous year's cut-off. As we go through previous year's cut-off then it shows that you can get following colleges :-

Note that the above prediction is made on the basis of previous year's cut-off and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.

Now it depends upon you whether you want to go with private medical colleges or want to go with only GMCs and if you want to only GMCs then it is recommended that you should take a drop for this year and prepare for next year but as you said that this was your fourth attempt and still you have score only 453 marks which shows that you have your interest in some other field so it is highly recommended that you should go with you passion, interest and with the work which you like to do not forced to do.
