As long as the college from which you have passed your graduation, it's recognized by UGC, the degree is valid, and you can appear for UPSC if you're 21 years as on 1st August of the appearing year, in other cases like State PSCs, SSC CGL/CPO, UPSC CDS, RRB Recruitment, Banking for PO/Clerk, Insurance Companies recruitment for the post of Assistant/AAO to name a few, generally these exams don't ask for specific aggregate, as long as you have passed graduation from a recognized university, and your meet the age criteria, you can appear, the aggregate factor only become essential for NABARD Grade B officer/ RBI Assistant which require 50% aggregate, and in case of RBI Grade B Officer, it's 60% aggregate at graduation level, age relaxation is of course provided to reserved categories for all the aforementioned exams.
