Since you haven't mentioned your rank ,i assume you to be a general category candidate and being a general category candidate with a rank of 28000 , andconsidering previous year cutoffs for fisheries , thenyou have very less or better say , no chances of grtting a seat in fisheries or agricultural course as for that you need a rank lower than 20k.
