You are eligible for the UP CET MCA provided you have 50% marks in your UG course. Also the criteria also suggests that candidates need to have passed in Mathematics at Class 12 or Graduate level examination(s). As you have qualified the mathematics examination but you didn't have mathematics in your UG so you are not eligible for the examination.

The three years course which is MCA in IPU can be pursued if you have a bachelor’s degree with min 50% having Mathematics & English as one of the essential subject or BCA/BIT/BIS from recognized university or Bachelor degree in Engineering or techonology with minimum 50% marks.
For admission you have to give NIMCET and then apply for IPU counselling. According to AICTE, to pursue an MCA course candidates must have pursued BCA/ BSc/ BCom/ BA degree with Mathematics as one of the subjects at 10+2 level or at graduation. But ot may vary from one institute to another.
