As you mentioned that you have completed your 12th class in 2020 and wish to apply for NEET as a dropper , then you can apply under NEET 02 code which state that , " For instance, a candidate has passed the qualifying examination from CBSE/ISCE or any state board in the year 2018, but wish to appear for NEET 2021 (dropper), he/she can apply for the exam with Code 2. "

West Bengal does not offer PDC or PUC and PUC is also a scheme of Intermediate adopted in the states like Karnataka so if you are passing class 12th from West Bengal board then it is equivalent to PUC. So if you have passed class 12th in 2020 then your highest qualification with PCB remains 10+2 and in this case you should use code 02.
