No, you cannot do bsc without PCM as your core subjects. BSc full time courses are available to candidates who have completed their 12th or equivalent exam from a recognised board with 50% average score in science stream. The Duration of the course is 3 years. The admission is provided on the basis of merit list.

No, you could perhaps pursue BCA. Anyways, whether its BSc in Computer Science or BCA, you will have to pursue MCA if youre seriously interested in a strong career in the IT/Software/Services Industry preferably from some of the Good NITs through NIMCET or Top Central or Private Universities.
