Yes, You are eligible provided that you have got minimum aggregate 55% in Physics, Chemistry and Biology/Biotechnology. As you said you have got 59% so I am thinking that you have got 55%+ in these required subjects too.
Please note that as you have not mentioned your category so I am considering you as General candidate, if you are from reserved category then you will get some relaxation in the minimum required percentage. They get 10% relaxation in the minimum required percentage so that 55% become 45% for them.
Having said that you should also fulfil the other eligibility criteria. Your age should be above atleast 17 by 31st December in the year you are opting to appear for NEET. There is no upper age limit as such.

Even if you was a compartment student, and you have cleared the compartment exam, and has requisite percentage and subjects, you are eligible for NEET 2021. The basic eligibility criteria you need to meet is that, it is necessary for you to score 50%(45% for PWD, 40% for SC/ST) aggregate marks in Physics, Chemistry and Biology from a recognized board. Along with it, you need to be of 17 years as on December 31, 2021 for NEET 2021.
