I think it all depends on the country/university where you are planning to persue it. Generally Computer Science (CS) students are not allowed though mainly due to the big gap in learning fundamental courses like electronics, signals and systems, digital signal processing, CAD design, electric machines and drives, statics and dynamics, and thermodynamics.
