i am a foreign medical graduate and i wanted to know the basic info about state and all india counselling for doctors like us. Also, i have studied 11th and 12th from delhi, but I am from Bihar. So can i apply for both states?

Those students who have completed their MBBS from Foreign Medical Universities such as in Russia, Ukraine, Phillipines etc are called Foreign Medical Graduates or FMGs.
Foreign medical graduates (FMGs) and can apply for post-graduate degree seats in government-run colleges only under the ‘All India Quota' counseling. They aren't eligible for state quota counseling.
FMGs have to write a screening exam conducted by the National Medical Commission’s (NMC) formerly known as the Medical Council of India. Qualifying the foreign medical graduates’ examination (FMGE) exams conducted by the National Board of Examination (NBE) is a prerequisite to apply for PG courses within the country as also to get licenses to practice as MBBS in India.
