Jammu & kashmir counselling take place for 100% seat for domicile state. So usually cut off goes Lower than other state students.
Neet 2020 lowest cut off for Gen category was 508 marks & Air 80124 for Government Medical College and Associated Hospital, Rajouri.
This year cut off may drop due to toughness of paper then last year. So you have chance of getting govt college.
Hope that rank doesn't go more than 80k at your marks. So that you can have chances.

Hi aspirant, since you have 494 marks in your NEET exam, and you belong to open category so on behalf of this it is difficult for you to get into MBBS college. Yes you can take in other admission in other medical courses for sure.
