There isn't any engineering without Mathematics, there will be mathematics in engineering.And Electronics and Telecommunication is a rapidly taking growth in its scope.It deals with electronic devices, its manufacturing processes, circuits, communication, integrated circuits etc.It has various job opportunities. It does not involve a lot of maths as in Computer Science Engineering and Information Technology but maths is essential in this branch.So yes, if you are interested in this you can pursue your engineering in this branch.
Coming to the second part of your question, to get admission in any college in Gujarat through GUJCET you need to be a bonafide resident of Gujarat. Even those candidates who are bonafide resident of Gujarat but residing in other state are also eligible.

Mathematics is a very important subject of you want to pursue in engineering and you will face it in your graduation for sure so you have to prepared for it. Meanwhile, both electronics and telecommunication branches includes mathematics but not that much as compared to other many branches. Among these two , you can select as per your interest but if you find mathematics difficult, then you can go for telecommunication.
Yes you can apply to Gujarat colleges without having domicile. But you will not be benefitted with the state quota .
