Hello,
Eligibility criteria for PG counselling in Tamil Nadu as follow:
Tamil Nadu PG Medical Eligibility Criteria 2019
Candidate must be a citizen of India and should have completed MBBS and the compulsory rotatory residential internship (CRRI) from Tamil Nadu.
Candidates who have not completed MBBS from an Institute located in Tamil Nadu must show a certificate of nativity supported by a document (Passport/Aadhar Card/Voters ID/Driving License).
Candidate must qualify NEET PG 2019 for Tamil Nadu PG medical admission.
It is mandatory to complete the one-year compulsory internship before March 31, 2019.
The institute from where MBBS is completed must be recognised by the Medical Council of India (MCI).
Candidates who possess MBBS degree other than recognised by Dr MGR Medical University should produce an Eligibility Certificate.
As per the guidelines, I am sorry you can't apply for state pg counselling. But you can apply for all over India counselling.

I gathered this information from our site. As per the this clause it is stating that, even if you haven't done your MBBS from any of the Institute of Tamil Nadu but you have domicile of it then still you are eligible for applying through for counselling.
Domicile or any state authorized document along with mentioned proofs which states that you were born in Tamil Nadu.
I hope this clears your doubt.

Yes i understand, but the official prospectus does not contain that clause. That is why i asked for clarification

The information is correct and you can read it in the prospectus under point 2.(b) listed under eligibility criteria on page no.6 of the prospectus.

The link you gave is the prospectus for the government seats. The prospectus for management quota doesn't have that clause.
