Hello aspirant,
To participate in the MCC's counseling process, that is, through the All India Quota, we do not have to see whether one has a domicile of that state or not. You can select and lock all the government colleges' names in Karnataka. Also, there is no limit to the number of colleges you can select.
Secondly, to clarify things better, you only need a domicile for state quota counseling to avail the 85% state quota. Every state opens their NEET state counseling procedure at different dates. However, for the 15% All India Quota, you do not need a domicile. So, if you are an OBC student who is domiciled in Maharashtra, you can participate in Maharashtra's state counseling (to benefit from the 85% state quota) and if you wish to go for government colleges in Karnataka, you can do so by All India Quota (where you have 15% reservation). However, if you want to take admission in private colleges in Karnataka, you will have to participate in Karnataka's state counseling (where again you do not need a domicile but only have 15% reservation).
