The information bulletin states that scribes are allowed for anyone who is eligible under "Benchmark disability". This is for those Candidates who have limitation in writing or writing in speed. A scribe is an option allotted for Candidates with Blindness, Locomotor disability of both arms and cerebral palsy. For any condition other than this, if you want a scribe, then a Certificate from a Chief Medical Officer should be produced stating that the disability is a physical concern for writing the exam and so a scribe is required. But in your case, a scribe is not required due to the nature of disability. Ear machines are electronic devices and they are usually not allwoed. But because your NEET application form says that you are a PWD Candidate, you might be allowed. Also please take the PWD certificate along with you on the day of the exam so as to allow your ear machines.
