The eligibility criteria of counselling process for state quota seats is :
Candidates who are in possession of MBBS degree / Provisional Pass Certificate recognized as per the provisions of the Indian Medical Council Act 1956 and possess permanent / provisional registration certificate of MBBS qualification issued by the Medical Council of India/ State Medical Council and have completed one year of internship / likely to complete on or before 31st March and has qualified NEET-PG are eligible for pursuing MD/MS/PG Diploma courses subject to the applicable rules, regulations, reservation policies and guidelines of respective States/UTs. NBE has no role in counseling/allotment of seats.
In short, the allotment of state quota seats is wholly based on from where the MBBS is done , the native state has no role in it. You can't claim 50% state quota in NEET-PG, from your own state of domicile if you have done MBBS from other states.
