You can apply for Telangana state counseling for 85% seats only if you have a valid domicile certificate for the state of Telangana .
You won't be eligible for state counseling if you don't have the valid domicile certificate. Though you can participate in stat counseling of Andhra Pradesh State since you have mentioned, that you are from Andhra Pradesh.
