Yes, you can join Engineering Colleges in Andhra Pradesh based on your AP EAMCET Rank under Non-Local candidate. You need to apply for Counselling and give web options and procedure is same as TS EAMCET Counselling.

To get full fees reimbursement you must have AP EAMCET Rank less than 10,000 and your parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs per annum, if you belong to OC Category/ OBC Category and if you get AP EAMCET Rank above 10,000 then you can get partial fees reimbursement if you are eligible for it. If you belong to SC/ ST Category then you can get full fees reimbursement but your parents must not be Goverment employees and their income must be less than Rs. 5 Lakhs per annum.

If you are eligible for fees reimbursement and apply for it, then Telangana Government will sanction fees reimbursement for you.
