I am a US citizen studying in India. I have a OCI card. Can i apply with SAT subject scores through the DASA programs?

Yes, you can apply as you are a US citizen provided you meet the academic eligibility and the age limit as prescribed. Pls Click here to refer to the SAT scores used in the fourth round. A minimum of 1800 in SAT is mandatory to be considered for admissions.
