Hello,

The only criteria to apply for UPSC is candidate must have attained 21 years age and have pursued or are in final year of graduation in any discipline from a recognized university.

As the university you mentioned Indira Kala Sangeet Viswavidyalay is recognized by UGC, that makes you eligible for UPSC.
