i am an obc candidate and i have got 450 in tn board exam and 70 percentaile in jee. what are possible college i could get

At this percentile, your rank is between 2 lakhs- 3 lakhs. At this rank you can't get NITs, IIITs, GFTIs. your rank is quite high to get NITs, IIITs. No worries, there are some good private colleges that you may get this rank, some colleges are:-
