You should note that these ranks are calculated on the basis of past years Percentile vs Rank trends, so you should not be surprised by observing slight variation in the actual rank and the expected rank.
As you have mentioned that you are from OBC category so if we do some more analysis to find you category rank then it will be somewhere between 5,000 to 6,000.
Now coming to your main question that should you choose lower NIT CSE or Average or top NITs Civil or Mechanical branch. Let me tell you in which NITs you are getting CSE/IT.

See, these all NITs are not at all any lower and placement is really good for not only CSE branch but for other branches too. As you said you are concerned about placement, then my suggestion will be go for any of these NITs without any second thought.

With 97.8 Percentile in JEE Main, your CRL will be anywhere around 23-24k, with a OBC Rank anywhere between 5-6k. Considering both College and Placement Prospects, some of the best Options youll have at this Rank are
1. Electrical NIT Jamshedpur, Surat, Kurukshetra, Bhopal, Jalandhar
2. Mechanical NIT Allahabad, Nagpur, Jaipur
Incase youre interested in CSE or IT Branches, your best options might be Good GFTIs like IT at IIEST Shibpur or CSE at Good IIITs like Lucknow, Bhubaneshwar and many others.

There is a very less chance that you will get NIT with this percentile, as your percentile is 97.8 so according to that your rank should be around 24K, you can also refer to this link to know more.
Now if you participate in CSAB round then their is a chance that you will get any of the NIT. You can also get some lower NIT's like Raipur, Jamshedpur even NIT Rourkela for dual degree program.
