Hello student,
Yes you can apply for NEET UG in Karnataka even you are Andhra Pradesh student as non local student without any study certificate from Karnataka. For NEET UG you have to a citizen of India, or NIR with required certificates. You can apply for the exam if you clear all the eligibility criteria mentioned by the NTA.
