I am andhra student appearing NEET exam.in intermediate exam I got 9.07 GPA. Inter first-year in chemistry I scored 9Gpa,second year in chemistry I scored 4 GPA, practical 8GPA eligible for NEET exam

First of all your 1st year results are not considered only your second year or class 12th examination results are considered for Neet eligibility.
Now , you don't need to worry even if you have got only 4 CGPA in 12th chemistry theory examination.
This is because , with 4 cgpa in chemistry theory
, you are pass in chemistry as 4 cgpa in AP board is D1 grade i.e 35-40 Marks , so you don't need to worry at all, you are pass in chemistry
Now,
You have not mentioned your score in other subjects nevertheless , to be eligible for NEET you must have passed your 12th with English and PCB (in both the theory and practical) with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category , or at least 45% in aggregate of PCB if belongs to ph category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st .
So,
if you fulfill this criteria then you are eligible for Neet examination.
To convert your CGPA into percentage you use the formula = your cgpa * 9.5
