First of all your 1st year results are not considered only your second year or class 12th examination results are considered for Neet eligibility.
Now , you don't need to worry even if you have got only 4 CGPA in 12th chemistry theory examination.
This is because , with 4 cgpa in chemistry theory
, you are pass in chemistry as 4 cgpa in AP board is D1 grade i.e 35-40 Marks , so you don't need to worry at all, you are pass in chemistry
Now, You have not mentioned your score in other subjects nevertheless , to be eligible for NEET you must have passed your 12th with English and PCB (in both the theory and practical) with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category , or at least 45% in aggregate of PCB if belongs to ph category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st . So, if you fulfill this criteria then you are eligible for Neet examination.
To convert your CGPA into percentage you use the formula = your cgpa * 9.5
