According to the past statistical data, there are fair chances for a candidate belonging to ST category to get a MBBS seat in a Government medical college with a score of 410 under ALL INDIA QUOTA in Tamil Nadu. However, If you belong to any other category then, I'm sorry but getting is a government MBBS seat is not possible with this score.
If we talk about state quota then, there was tremendous increase in cutoff for last year as compared to earlier year. So, considering the data of last year, it's not possible to get a MBBS under any category in state quota.

With a score you are expecting you have very less chances to get into govt colleges through the AIQ and state quota both.
Only scores above 550 are considered for MBBS seats in the AIQ.
If you want to go through the state quota still the chances are less because the cut off will not be such low.
However if you belong to the reserved categories you may have better chances than the general category.
You can expect a seat in Private Deemed Universities.
