I am aplicant of iiser aptitude test and i belong to OBC-NCL but i could not upload category certificate because the certificate i have was expired and for renewing it takes 7-15 days so, my question is 'can i show it at the time of counseling ' or is there any other way to tackle this problem

As per the information in the IISER website,any kind of incompletion in the application form will thereof be rejected and not be considered for counseling.
Still you must email at the following address to make sure if you are in for counseling:-
