In general, you can attempt JEE advance twice. To be eligible for JEE advanced you need to have scored 75% marks in your 12th exams (65% for SC/ST). But if you have taken a year drop after your boards (ie. your 12th exams) you'll be able to attempt it just once. even if you haven't attempted JEE advanced rite after your board exams it'll count as an attempt.
So in your case, you have finished your boards 2017 with an improvement in chemistry in the following year. You have also applied for the JEE advanced in 2018. So you are eligible for JEE advanced this year, but this will also be your last chance.

Yes you are eligible for Jee 2019 . The only criteria is that you have minimum cutoff percentage in 12th class with PCM as your main subjects. So just complete the application form and upload the required documents.
Yes you can give entrance of 2019 and you would have plenty of time to prepare for it. Don't worry and study hard, you will succeed in everything if you're focused and working hard. No issue with your percentile if your qualified then for sure you can write jee advanced.
