Although your roots are from Uttarakhand, but still you will not be able to utilize the facility of having Uttarakhand State Qouta. The reason behind this is that you completed your class 12th in the state of Assam. Basically, the Home State Qouta, means the state of India in which the candidate has completed his/her class 11th and 12th.
As you said that you were born in Assam and have completed your class 10th and 12th in this state itself, you will be eligible for the home state quota of Assam only. So If you are an Engineering aspirant and preparing for the ALL INDIA ENTRANCES then based on your ALL INDIA RANKING the home state quota eligibility will be applied for the state of Assam, not Uttarakhand. Same goes for the Medical Entrance Exams as well. About 85% seats is reserved for the Home state candidates and remaining seats is for the rest of India Candidates( for NEET).
Let me give you an example of one of my friend. He secured a ALL INDIA rank of around 49000 in JEE MAINS exam and the the round in which he got the seat had a closing rank of around 51000 . He was from the state of Assam ( Home State ). He got a seat in the department of Electrical Engineering in NIT Silchar, whereas on the other hand for the other state quota the closing rank was around 25000 . This was by the end of round 5 counselling. He originally was from the state of Bihar and also his certificates had signatures from the authorities in Bihar. But since he had completed his schooling upto class 12th in the state of Assam, he was able to get the seat in NIT Silchar based on the home state quota eligibility.

You will have 2 cases.
Case 1: If you are permanent resident of Uttarakhand and you have completed only class 10th and 12th in other state, then you are absolutely eligible for state quota counselling in UK. You will have to produce the domicile certificate though which I think you already did.
Case 2: If you are not a permanent resident of Uttarakhand and you have not completed class 10th and 12th in the state then you might not be eligible.
